Codelobster Php edition (www.codelobster.com) - another handy php IDE. Small. Freeware! (several versions, constantly improves)
Like any text editor has  all standard features for work with code.
Good interface  - convinient that it's possible to handle windows.
Highlighting for paired tags and brackets
Find & Replace, an intelligent autocomplete for php and html, context and dynamic php, Mysql, HTML help.
Ability to find declarations for user's functions, classes within the project.
Debugger.
